In a significant move toward digital governance, the SMART Zambia Institute has begun showcasing its in-house developed SMART Office Management System at the Ministry of Health headquarters. The system aims to digitize official records and streamline administrative workflows through an electronic registry spanning provincial and district levels, phasing out manual, paper-based processes.
SMART Zambia’s Service Support Officer, Mr. Gilcent Mwanakwampwe, noted that the initiative is part of a broader e-governance rollout across key public institutions, including the Public Service Management Division (PSMD), Ministries of Finance and Education, the National Archives, and some Commissions. The Luapula Province was selected for the pilot of the Smart Office System, given the existing government wide area network (GWAN) infrastructure in most institutions in the province.

The Ministry of Health’s Assistant Director for Administration, Mr. Goodson Kamanga, deemed the project a game changer, emphasizing its potential to enhance efficiency, reduce errors, and improve data handling in a heavily paper-dependent department.
The SMART Office System promises end-to-end digital workflows, faster data access, improved transparency, and significant cost savings (estimated to reach ZMW 400 million in reduced printing and stationery expenses). It also addresses long-standing challenges like lost files and poor record tracking.
As Zambia pushes ahead with its national digital transformation, the SMART Office initiative exemplifies how technology can drive efficient, transparent, and cost-effective public service delivery.
