UK cracks down on Rwanda’s role in DRC conflict, freezes aid and defence ties

The aid restrictions come amid Rwanda’s refusal to de-escalate the conflict in eastern DRC, which has resulted in thousands of deaths and the displacement of millions.

Rwanda is under global scrutiny over allegations that it supports the M23 rebel group, which has captured significant territories, including the cities of Goma and Bukavu, along with valuable mineral deposits.

Kigali denies backing the group, insisting that its troops are acting in self-defense against hostile forces based in Congo.

In a statement, the British government expressed deep concern over the deteriorating situation in eastern DRC.

Following meetings between UK Foreign Secretary David Cameron, DRC President Félix Tshisekedi in Kinshasa, and Rwandan President Paul Kagame in Kigali on February 21 and 22, the UK government outlined its position:

“In his meetings, he was clear that there can be no military solution to the conflict. There must be an immediate cessation of hostilities. The recent offensives by M23 and the Rwanda Defence Force (RDF), including the capture of Goma and Bukavu, are an unacceptable violation of DRC’s sovereignty and territorial integrity, and a breach of the UN Charter.

“The Foreign Secretary urged both leaders to engage meaningfully and in good faith with African-led peace processes to find a lasting political solution. They must honour all commitments made at the Joint EAC-SADC Summit on 8 February.”

The UK therefore called for an immediate ceasefire, humanitarian access, respect for international humanitarian law, meaningful engagement with African-led peace efforts, and the full withdrawal of Rwandan troops from Congolese territory.

UK lists sanctions/restrictions against Rwanda

Britain has confirmed that it will pause certain bilateral aid to Rwanda and impose additional diplomatic sanctions on Kigali over its role in the ongoing conflict in neighboring Congo.

Prior to this, the European Union summoned Rwanda’s ambassador to the EU in response to the continued offensive by the Rwanda Defence Force (RDF).

This follows the U.S. Treasury’s recent sanctions on James Kabarebe, a close ally of President Paul Kagame, accusing him of acting as “a Rwandan government liaison” to the M23 rebel group.

The British government further stated that until significant progress is made, the UK will implement the following measures:

  • Cease high-level attendance at events hosted by the Government of Rwanda.
  • Limit trade promotion activity with Rwanda.
  • Pause direct bilateral financial aid to the Government of Rwanda, excluding support to the poorest and most vulnerable.
  • Coordinate with partners on potential new sanctions designations.
  • Suspend future defence training assistance to Rwanda.
  • Review export licences for the Rwanda Defence Force.
