Uganda moves to mute dissent with nationwide internet shutdown

On Tuesday, the government of Uganda suspended full internet access for its citizens.

According to a letter seen by Reuters, the Uganda Communications Commission notified mobile service providers to cut down public internet access starting at 6 p.m. (1500 GMT) on Tuesday in order to reduce “misinformation, disinformation, electoral fraud and related risks.”

“The UCC acknowledges the operational challenges this directive may impose and appreciates your full cooperation in upholding national stability during this sensitive period,” the UCC said in the letter.

Earlier in the month, the Ugandan government revealed that it was placing a ban on the live broadcasting of what it deems “unlawful processions,” riots, and other violent demonstrations ahead of its general elections.

“Live broadcasting or streaming of riots, unlawful processions, or violent incidents is prohibited, as it can escalate tensions and spread panic,” the Ministry of Information, Communication, and Technology said in a statement.

Additionally, two local rights organizations were recently forced to suspend their operations ahead of Thursday’s poll, which the UN Human Rights Office claims is being held in an environment of intimidation and persecution.

The two organizations have condemned the alleged arbitrary detention and torture of journalists and supporters of the opposition.

Yoweri Museveni has ruled Uganda since 1986, making him one of Africa’s longest-serving leaders and seeking a seventh term in the January 2026 elections.

When Yoweri Museveni marched into Kampala in 1986 following a five-year guerrilla battle, he said that Africa’s most serious problem was not its people, but its leaders who clung to power.

This Wednesday, the 81-year-old veteran filed for a seventh term in office, extending his rule to nearly four decades and leaving most Ugandans with no memories of any president.

Museveni was among the rebels who overthrew Idi Amin’s regime in the late 1970s, and he later assisted in the removal of Milton Obote in 1985.

Since then, he has altered the constitution twice, removing presidential term restrictions in 2005 and the age limit in 2017, to extend his tenure in office.

During Museveni’s tenure, the opposition has frequently challenged election results, citing major irregularities.

The administration denies culpability, and security personnel have repeatedly dispersed protests.

Throughout his long career, he has faced persistent claims of corruption and dictatorship. Museveni admits that some officials have exploited their positions.
