Trump’s Africa Team Takes Shape Amid Strategic Shifts

According to analysts, US President Donald Trump will swiftly assemble his Africa team following his return to the White House. If true, the move departs from his first term when key roles in the Africa portfolio remained vacant. J. Peter Pham, the special envoy for the Sahel and Great Lakes during Trump’s first administration, is likely to become the top State Department official for Africa, while Joe Foltz, a seasoned Republican aide, is reportedly favored for the National Security Council’s senior Africa director role. The team will have to contend with several challenges, including Sudan’s civil war, countering Russian and Chinese influence, and the expiration of the Africa Growth and Opportunity Act in 2025. While Pham and Foltz enjoy bipartisan respect, some Republicans question their loyalty to Trump’s agenda. However, this will likely not impede their appointment as they are both well-known figures in US-Africa policy circles.
