In naval combat, gathering data, and national security, submarines are essential. Without them, a nation is vulnerable to foreign espionage, unexpected attacks, and an ineffective defense against underwater dangers.

Ballistic missile submarines (SSBNs) with nuclear propulsion are an essential part of a country’s second-strike capabilities.

Without them, rivals may attack without worrying about reprisal from concealed submerged assets, making a nation more vulnerable to nuclear attacks.

The absence of submarines also impedes intelligence activities. Modern submarines are outfitted with modern sonar, radar, and electronic warfare gear, allowing governments to watch enemy activity discreetly.

Without these skills, a country is left blind in crucial maritime zones, raising the possibility of undiscovered enemy operations or unexpected naval blockades.

Another important disadvantage is the inability to properly combat enemy submarines. To counter undersea threats, attack submarines equipped with torpedoes and anti-submarine missiles are required.

Beyond military difficulties, a shortage of submarines impedes scientific and economic advancement. Submarines help in deep-sea exploration, ocean floor mapping, and undersea resource discoveries.

Countries without them lag in marine research, reducing their capacity to exploit important seabed resources.

In an era where naval might determine global influence, a country without a robust submarine force is at a significant disadvantage. It exposes its seas to foreign control, impairs its defensive measures, and lowers its stature in international security matters.

With that said, here are the countries in the world with the least submarines in 2025, according to Global Firepower.

PS: This list does not include countries without a single submarine.
