Flying in Africa is rarely just about the ticket price. Behind every airfare is a long list of taxes, fees, and charges that can raise the cost of travel.

The aviation sector is subject to multiple levies, including fuel taxes, passenger service charges, security fees, airport landing and takeoff costs, and environmental taxes.

While these charges are meant to fund infrastructure, safety, and regulatory oversight, they often discourage air travel, especially where cheaper transport alternatives exist.

On average, African passengers pay about 3.5 different charges on international departures, totalling roughly $68 in 2024, up from $66 in 2022, according to AFRAA Taxes and Charges Study Review.

In the most expensive markets, Gabon, Sierra Leone, and Nigeria, taxes account for over 35% of total ticket prices. West Africa is the costliest sub-region, averaging $109.5 per international departure, followed by Central Africa at $106.6.

With low purchasing power across the continent, reducing these charges is critical to boosting air travel demand.

1. Gabon — $297.7

Gabon tops Africa’s list for international flight taxes, reflecting high government-imposed charges on outbound air travel. While the country has invested in airport infrastructure and aims to position itself as an eco-tourism destination, steep departure taxes significantly raise travel costs.

2. Sierra Leone — $294.0

Sierra Leone ranks second, with international flight taxes among the highest on the continent. The elevated charges are partly linked to airport development costs and revenue-generation efforts by the government. However, such high taxes increase ticket prices in a country already facing limited air connectivity.

Nigeria

3. Nigeria — $180.0

Nigeria’s high international flight taxes reflect a complex mix of statutory charges, airport fees, and regulatory costs. As one of Africa’s largest aviation markets by population, these taxes add significantly to ticket prices for travellers and airlines. Industry groups have repeatedly warned that excessive charges undermine Nigeria’s ambition to become a regional aviation hub and discourage international carriers from expanding routes.

4. Djibouti — $168.7

Djibouti’s international flight taxes are among Africa’s highest, despite its small population and limited commercial aviation market. The country’s strategic location as a logistics and military hub shapes its aviation cost structure.

5. Niger — $130.7

Niger imposes relatively high international departure taxes compared to its economic size and passenger volumes. In a landlocked country with limited transport alternatives, high aviation taxes raise travel costs for citizens and businesses, potentially restricting air connectivity and reducing the attractiveness of Niger’s already small aviation market.

6. Benin — $123.4

Benin’s international flight taxes place it among Africa’s most expensive countries for outbound air travel. While the government has prioritised airport modernisation and regional connectivity, high charges add to ticket costs for passengers.

7. Senegal — $122.6

While Dakar has positioned itself as a regional aviation hub, high departure charges increase fares and may deter price-sensitive travellers. Balancing infrastructure financing with affordable travel remains a key challenge for sustaining long-term aviation growth.

8. Liberia — $115.0

Liberia’s international flight taxes reflect efforts to fund airport operations and aviation oversight in a small market with limited traffic. However, high charges contribute to expensive airfares and restrict route expansion by airlines. For a country seeking greater foreign investment, tourism, and diaspora travel, elevated aviation taxes can act as a barrier to improved connectivity and economic engagement.

9. Ghana — $111.5

Ghana’s international flight taxes remain relatively high despite Accra’s growing status as a regional aviation hub. Charges linked to airport development and security are passed on to passengers, increasing ticket prices.

10. DR Congo — $109.9

The Democratic Republic of Congo rounds out the top ten, with high international flight taxes reflecting operational costs and regulatory fees. Given the country’s vast size and limited transport infrastructure, aviation is critical for connectivity.
