The Nigerian Electricity Regulatory Commission (NERC) convened with state regulators, electricity distribution companies (DisCos), and various stakeholders on Monday to address regulatory transition challenges within the sector, which have emerged amid concerns regarding consumer tariffs.
This two-day summit in Lagos marks the commission’s quarterly assembly for the power sector and is the third one held this year. Previous reports indicated a growing crisis between state authorities and DisCos over tariff-setting authority, prompting NERC to gather all relevant stakeholders for this pivotal dialogue.
Through various posts on its social media platforms on Monday, NERC confirmed the presence of state electricity regulatory commissions and other participants at the meeting. The discussions also included proposals for establishing a Forum of Regulators aimed at enhancing collaboration and reinforcing state electricity regulation.
In a roundtable discussion with State Electricity Regulatory Commissions (SERCs) and State Electricity Regulation Bureaus (SERBs), we focused on metering challenges, account setup issues, and the governance frameworks of SubCos, along with advocating for a Forum of Regulators to promote collaboration and bolster state-level regulatory frameworks, the commission stated.

NERC revealed that its third National Electricity Supply Industry (NESI) Stakeholders Meeting of 2025 gathered State Electricity Regulatory Commissions/Bureaus and key industry entities to discuss crucial sector reforms, including the delineation of assets and liabilities, capping handover to state regulators, and migration of customer bands.
This quarterly meeting remains a crucial platform for collaboration, synchronization, and advancement in shaping the future of Nigeria’s electricity supply sector, NERC noted. However, the commission has yet to reveal specific outcomes from the ongoing discussions on Tuesday.
Efforts to contact Dr. Usman Abba-Arabi, General Manager of Public Affairs at NERC, were unsuccessful at the time of this report. Last week, Dr. Abba-Arabi had informed our correspondent that invitations were extended to state regulatory bodies, DisCos, and other stakeholders within the Nigerian Electricity Supply Industry.
State Regulatory Commissions have been invited to participate in the meeting. The DisCos and other industry players will all be present. It’s a forum dedicated to discussing industry-related issues and proposing viable solutions, he asserted last Thursday.
