French Foreign Minister Jean-Noël Barrot arrived in Bangui for a two-day visit, marking a strategic effort to rebuild ties with a former colony at a time when Paris’ influence across the continent has been waning.

Relations between France and CAR began to improve in April 2024 following talks between Emmanuel Macron and CAR President Faustin-Archange Touadéra, but for years Paris watched as other powers, particularly Russia, expanded their footprint in the mineral-rich nation.

The last visit by a French foreign minister was in 2018, when Jean-Yves Le Drian traveled to Bangui amid the country’s civil war.

Paris now says it aims to renew the bilateral partnership. Barrot’s visit comes shortly after Touadéra secured another term in office with nearly 78 percent of the vote in a December election, which opposition groups have disputed as fraudulent.

Russian-linked private security forces, including the Wagner Group, have secured contracts in CAR’s gold, diamond, and logging sectors, further highlighting the strategic economic value of the country.

Global competition drives renewed French focus

The diplomatic reset comes as France confronts stiff competition from the United States, Russia, and China, all seeking influence in Africa’s resource-rich and strategically located countries.

Countries like CAR offer strategic leverage through natural resources, military partnerships, and alignment with regional blocs.

For Paris, returning now also reflects a recognition that its historical influence has been challenged after several African nations reduced or ended French military and political presence.

As global powers vie for influence in Africa, competition is driven by rising demand for minerals, energy, and strategic partnerships, alongside Africa’s growing consumer markets and infrastructure needs.

France’s return to CAR signals a renewed willingness to engage pragmatically, emphasizing diplomacy, economic investment, and security cooperation as tools to maintain relevance in a continent increasingly shaped by multipolar influence.
