Rio de Janeiro has officially confirmed BRICS headquarters plans for 2025, and the city is now preparing to establish itself as a permanent diplomatic hub. The Brazilian municipality has formally presented its operational plan to host the permanent BRICS headquarters alongside several summit events.

Rio’s Deputy Mayor Eduardo Cavaliere actually announced the formal proposal during recent discussions with Brazil’s Ministry of Foreign Affairs. The BRICS headquarters 2025 initiative centers on offering the historic Brazilian Jockey Club building as the permanent base for BRICS operations, and this move could transform the city’s international standing.

Official BRICS Headquarters Proposal

The Municipality of Rio de Janeiro has submitted its bid to establish the first permanent BRICS headquarters for the economic bloc, and at the time of writing, BRICS operates through rotating presidencies rather than having a fixed headquarters location.

Deputy Mayor Eduardo Cavaliere stated:

“Discussions with the Ministry of Foreign Affairs are ongoing, and the city is prepared to offer infrastructure to accommodate a permanent BRICS presence alongside the New Development Bank”

Mayor Eduardo Paes formally delivered a letter of intent to President Lula following the July 2025 summit, along with detailed plans for the proposal. This initiative actually aims to institutionalize BRICS operations in Rio and provide the organization with its first permanent base.

Current BRICS Headquarters Infrastructure for China

While the question of BRICS headquarters in which country remains under negotiation right now, the organization currently maintains some key institutions in China. The New Development Bank operates from Shanghai, and the BRICS Partnership on New Industrial Revolution Innovation Center is also located in Xiamen.

The BRICS headquarters Rio de Janeiro proposal would establish the first true administrative center separate from existing financial institutions. This distribution could actually strengthen BRICS’ multinational character while providing institutional stability that the organization needs.

Economic Impact and Summit Details

The permanent BRICS base would hasten the realization of major economic gains to Rio such as foreign investment, creation of employment and revenue generation in tourism industries among other economic sectors. Lúcio Costa architecturally designed the historic Brazilian Jockey Club building and it is pragmatically equipped to carry out global activities with various strategic benefits.

Over 4,000 attendees in 37 countries attended the 2025 BRICS events, and attendees comprised members of the member states, as well as partners in addition to international organizations across various major diplomatic processes. Rio hosted the key meetings in various places with the Finance Ministers concurrently sitting in Copacabana and the business forums running in the Port Zone through numerous significant coordination activities.
