Ghana’s government will roll out a new nationwide SIM registration exercise by the first quarter of 2026, according to Minister for Communications, Digital Technology and Innovations, Samuel Nartey George.

The Minister declared the previous registration, undertaken under the former New Patriotic Party (NPP) administration “invalid,” arguing it lacked proper biometric verification and, therefore, failed to meet national identification standards.

The upcoming initiative will be a completely fresh registration process, not a continuation of the earlier effort. He stated that the essential legislative framework is almost complete, with a new Legislative Instrument (L.I.) ready to be laid before Parliament to provide the legal basis for the exercise.

The government is currently engaging the Public Procurement Authority (PPA) to select a service provider and has finalized system integration with the National Identification Authority (NIA) to ensure secure biometric verification.

The Minister also revealed that the government is cleaning and validating biometric data collected during the previous attempt, noting that about 80% of the records have already been cross-referenced with the NIA.

The new SIM registration program is expected to begin within the first three months of 2026 once the legal and procurement processes are completed.
