Ghana: President Mahama Removes Chief Justice Gertrude Torkornoo from Office

Ghana’s President, John Mahama, has officially removed Chief Justice Gertrude Torkornoo from office, following the findings of a constitutional inquiry. The decision, announced on Monday, aligns with Article 146(9) of the 1992 Constitution, which requires the President to act upon the recommendations of a judicial committee.

The removal follows the submission of a petition by Ghanaian citizen Mr. Daniel Ofori and a subsequent investigation by a committee established under Article 146(6). After reviewing the evidence, the committee concluded that grounds of stated misbehaviour under Article 146(1) had been established and recommended her dismissal.

Felix Ofosu, Spokesperson to the President, confirmed in a statement that President Mahama had acted immediately on the committee’s recommendation, leading to Justice Torkornoo’s removal from office.

This development comes months after Justice Torkornoo was first suspended by President Mahama on April 22, 2025, pending an investigation into multiple petitions accusing her of misconduct. The unprecedented move was taken after consultation with the Council of State.

Justice Torkornoo, 61, was appointed in June 2023 as Ghana’s 15th, and third female, Chief Justice. She faced a total of five petitions, three of which were submitted earlier in 2025 and two more were added later. While the full details remain confidential, insiders indicated that the allegations included tampering with court records and misusing public funds.

As required by law, Justice Torkornoo was given 10 days to respond to the first three petitions, submitting her reply on April 7. Despite her defence, the President determined there was sufficient cause for concern to justify a full inquiry.

A five-member committee, chaired by Supreme Court Justice Gabriel Pwamang and including figures such as former Auditor-General Daniel Domelevo, was tasked with the investigation. The committee has now completed its work and concluded that Justice Torkornoo should be removed, which led to President Mahama’s final action.
