Estonia Signs Framework Agreement to Procure Electro-Optical Devices

The Estonian Centre for Defence Investments (ECDI) has signed a framework agreement with a group of local companies for the procurement of electro-optical devices.

It will allow the Estonian Defence Forces to sign procurement contracts for essential electro-optical equipment, such as “electronic targeting and detection devices, laser weapons sights and sensors, and smart devices containing ballistic solutions,” the Baltic nation’s defense procurement agency said.

The equipment will enhance Estonian forces’ detection and targeting capability, especially at night and in poor visibility.

$218 Million Agreement

The seven-year, 200-million-euro ($218 million) agreement has been signed with 15 Estonian defense firms, including eqqus Ltd OÜ, I.V.A Leon, Bristol Trust, Hevi Optronics, and Perimex OÜ, along with joint bids from MOONRAY and Holosun Technologies, Inc.

It aims to foster competition among suppliers and provide the products most cost-effectively to the consumer in the shortest time possible.

“These framework agreements allow Estonia to purchase the necessary products more quickly and cost-effectively while maintaining competition between companies,” ECDI’s Strategic Category Manager for Armaments Ramil Lipp said.

“The night fighting capability as a whole is an extremely important component, the effectiveness of which is also demonstrated by the war in Ukraine.”
