This sanction which has affected Rwanda’s former army general and current Minister of State for Regional Integration, James Kabarebe, is in response to Rwanda’s alleged role in the crisis engulfing the Democratic Republic of Congo (DRC).

Rwanda has been accused of supporting the M23 rebel group, which has been linked to the ongoing conflict in the DRC. The conflict has resulted in millions of displaced people and thousands of deaths.

The US Treasury Department announced the sanctions, which target Kabarebe for his alleged role in orchestrating Rwanda’s support for the M23 Bloomberg reports.

The sanctions also target Lawrence Kanyuka Kingston, a senior member and spokesperson for the Congo River Alliance, which includes the M23.

Rwanda has denied any involvement in the crisis, instead accusing the DRC of sheltering the FDLR, an armed group created by Hutus who took part in the 1994 Rwandan genocide.

General Kabarebe was targeted for his alleged role in orchestrating Rwanda's support for the M23

The Rwandan government spokesperson, Yolande Makolo, described the sanctions as unjustified, emphasizing the need for regional efforts towards a political solution. “If sanctions could resolve conflict in eastern DRC, we would have had peace in the region decades ago,” Makolo said.

Rwanda faces international scrutiny

Rwanda’s position in the DRC crisis has sparked significant security concerns due to its alleged role in the conflict.

The situation has been marked by accusations and counter-accusations among Rwanda, the DRC, and South Africa.

The business climate in Rwanda has also suffered, as the DRC has urged major business partners to suspend their contracts with Rwanda.

This includes the multimillion dollar ‘Visit Rwanda’ contracts with top football clubs like Arsenal and Paris Saint-Germain, as well as Rwanda’s bid to host the Formula 1 Grand Prix.

Furthermore, Rwanda’s government has faced backlash after its ambassadors in Germany and the UK were summoned.

Germany’s Federal Foreign Office expressed dissatisfaction with Rwanda’s continued offensive in eastern DRC, urging Rwanda to respect the DRC’s integrity and withdraw its troops.

Similarly, the UK’s Foreign, Commonwealth and Development Office condemned the advances of the Rwandan Defence Force and M23 in eastern DRC, calling for the immediate withdrawal of Rwandan troops from Congolese territory.
