China’s increased influence in Africa due to the Trump administration’s decision to freeze billions in foreign assistance is not seen as a direct replacement for USAID’s long-standing programs. Analysts suggest China will position itself as a reliable partner but won’t offer aid in the same manner as the U.S. China’s approach is more transactional, focusing on infrastructure projects rather than the direct humanitarian assistance USAID provides. Experts believe China may capitalize on the opportunity by making high-profile moves, such as vaccine donations, but won’t fill the void left by U.S. aid programs in the short to medium term.
