Bolt has entered into a strategic partnership with the KwaZulu-Natal Department of Transport & Human Settlements to enhance safety, improve regulatory compliance, and support driver preparedness ahead of the National Land Transport Amendment (NLTA) implementation.
This partnership marks a significant step towards strengthening the safety and operational standards of the ride-hailing industry in KZN.


Bolt and the Department will work collaboratively to promote safer journeys for both drivers and passengers, ensure operators are aligned with emerging regulatory requirements, and jointly communicate the importance of compliance as the NLTA begins shaping the future of transport in the province.
Tom Tuxworth, Director of Public Policy for Bolt, emphasized that the collaboration reflects Bolt’s commitment to building a safer transport environment and working closely with government stakeholders. “Bolt’s vision is to be able to provide a safe and reliable transport solution to all users, working closely and collaboratively with other parts of the transport sector. We now want to translate that safety vision into a reality, working with our partners, which is why we are here today. We came to listen, take feedback and ensure that we implement measures to make ride-hailing safer for both drivers and riders. We support the regulatory changes that were recently gazetted and look forward to collaborating with other platforms and provinces to discuss implementation for KZN.”
Mr. Sibusiso Nhleko, Acting: PRE Monitoring and Compliance, welcomed the partnership and reaffirmed the Department’s commitment to strengthening cooperation with ride-hailing platforms. He noted that initiatives of this nature are crucial for supporting safe mobility across the province, guiding operators through the NLTA transition, and ensuring that passengers benefit from reliable, compliant, and secure transport options.
The partnership forms part of Bolt’s broader strategy to work alongside provincial authorities to uplift industry standards and create safer, more trusted mobility networks. KwaZulu-Natal is among the provinces where this level of structured engagement between the Department and ride-hailing platforms is being implemented, setting the stage for broader national collaboration.
