In June 2021, the Tanzania Startup Association (TSA) co-hosted a Public-Pricate Dialogue in collaboration with the Ministry of Information, Communications, and Information Technology (MICIT).
This event brought together government ministries, departments, and agencies, alongside startup companies, incubators, accelerators, and other key stakeholders from the startup ecosystem. The dialogue, chaired by former Minister of Information, Communications, and Information Technology, Dr. Faustine Ndugulile, focused on identifying the critical challenges facing startups and developing actionable strategies to address these issues.
National Framework for Regulatory Sandbox
A significant challenge identified during the dialogue was the issue of market access for startups, particularly the regulatory compliance barriers that limit many startups from testing and entering the market. These hurdles often stifle innovation at an early stage. To address this, it was agreed that MICIT would establish a National Framework for Regulatory Sandboxes to guide sector regulators in supporting startups through sector-specific sandboxes. By March 2022, the MICIT, in collaboration with TSA and other key players, successfully developed this framework.
Several sector regulators, including TCRA, swiftly implemented their sector-specific regulatory sandboxes, benefiting more than 1 startups to date. This marked a significant step forward in fostering innovation.
In 2023, the Bank of Tanzania initiated the development of a Fintech Regulatory Sandbox to provide Fintech startups with a more flexible environment to test their products and enter the market with reduced regulatory burdens.
TSA, alongside other ecosystem members, actively participated in this process. The Fintech Regulatory Sandbox has now been officially approved by the Ministry of Finance, opening new opportunities for innovation in the fintech sector. Currently, fintech startups represent 8.83% of the 842 known startups in Tanzania, contributing to 9,888 jobs.
Despite this progress, many fintech startups face significant challenges due to extensive and costly regulatory requirements, even before achieving product-market fit. The introduction of the regulatory sandbox is expected to alleviate these barriers, empowering more startups to enter the market and fully realise fintech’s potential in driving Tanzania’s socio-economic development.
TSA commends the Bank of Tanzania for its leadership in bringing this initiative to fruition and acknowledges the Ministry of Finance’s vital role in supporting this effort. Furthermore, we thank MICIT for co-hosting the initial dialogue that set this process in motion.
Fintech Regulatory Sandbox Regulations 2024
The Bank of Tanzania’s Fintech Regulatory Sandbox Regulations 2024 provide a structured framework for financial technology startups to test innovative solutions within a controlled environment. These regulations encourage innovation in the fintech sector while maintaining necessary oversight to ensure financial stability and consumer protection.
Under these regulations, startups can pilot their products, services, or business models with real customers within a limited and regulated scope. The sandbox regulations outline eligibility criteria, application procedures, financial solutions requirements, application evaluation processes, test periods, and the test environment. Participants are subject to ongoing supervision by the Bank of Tanzania, which monitors performance, evaluates risks, and provides feedback to ensure compliance with regulatory standards. This collaborative approach helps identify potential issues and mitigate risks before a full market launch.
In light of these developments, TSA calls on other sector regulators across various industries, including health, agriculture, energy, insurance, transport, and telecommunications, to establish sector-specific regulatory sandboxes. Such sector-specific regulatory sandboxes will streamline the regulatory process for innovators, enhance cross-sectoral learning, and support the development of solutions that address Tanzania’s diverse challenges.
Finally, TSA expresses its sincere appreciation to the Government of Tanzania, under the leadership of Her Excellency Dr. Samia Suluhu Hassan, for upholding the commitment to create a conducive business environment for startups. We look forward to continued collaboration across multiple fronts to ensure Tanzanian startups can thrive and contribute to the nation’s growth.
