Kamal Badari, Algeria’s Minister of Higher Education and Scientific Research, has inaugurated four new national digital platforms as part of a broader push to modernize the country’s higher education and research landscape.
The new platforms aim to enhance university operations, strengthen student services, and boost innovation frameworks across the country.

They form part of the Ministry’s ongoing digital transformation strategy, designed to improve efficiency, accessibility, and coordination throughout Algeria’s higher education ecosystem.
Among the key initiatives is the University Network for Business Incubators and Entrepreneurship Development Centers, a platform that connects university-based incubators and entrepreneurship hubs nationwide. The network intends to stimulate innovation, support startup creation, and facilitate stronger collaboration between academia and industry.
Also introduced was the Digital Registry of University Spin-off Companies, which seeks to formally record and monitor enterprises emerging from academic institutions. By providing structured oversight and support, the registry is expected to enhance transparency, governance, and long-term sustainability of university-led entrepreneurial ventures.

To support student wellbeing, the Ministry launched a Digital Platform for Psychological Counseling, offering secure and streamlined access to mental health services. The initiative aims to ensure timely psychological assistance and promote a healthier academic environment across universities.
In addition, a Digital Meal Reservation Platform was commissioned to modernize campus dining services. The system is designed to optimize meal planning, improve service delivery, and increase operational efficiency within university catering facilities.
The rollout of these four platforms highlights Algeria’s determination to harness digital technologies to strengthen higher education governance, enrich student experiences, and reinforce the role of universities as engines of innovation, entrepreneurship, and national development.
