
Shaped by Namibia’s benign security environment, the Namibian Defence Force (NDF) is a small, professional military. Established in 1990, it is a tri-service force comprising the Army, Air Force, and Navy, with an estimated strength of around 12 000 personnel. The NDF has remained firmly under civilian control and largely apolitical, reinforcing Namibia’s reputation as one of Africa’s most stable democracies.
Despite historically high levels of defence spending, a decade-long decline in real terms funding has limited modernisation efforts and overall operational effectiveness. Much of the NDF’s equipment, which dates to the Soviet-era and the South African occupation, is ageing while limited maintenance capacity and modest force-projection capabilities restrict readiness. Although recent procurements have delivered incremental improvements, significant capability gaps remain.
Focused on territorial defence, internal support, and multilateral peacekeeping, the NDF is fairly well-trained and well-regarded regional security actor. However, resource constraints, ageing systems, and disciplinary challenges continue to limit its overall effectiveness.
