Senegal’s mobile telecom market continued to expand in 2025, though growth lost momentum toward the end of the year as subscriber losses in Q4 partially offset earlier gains.
According to ARTP, total active mobile connections reached 23.93 million in December 2025, up from 22.92 million a year earlier, reflecting a 4.4% annual increase driven by sustained demand and ongoing network activity.
However, the market recorded a net loss of nearly 340,000 subscribers in the fourth quarter alone, representing a 1.4% decline compared to Q3 and marking a clear reversal after consecutive periods of growth. This contraction was mainly due to declines among smaller operators, with Expresso and Promobile experiencing significant drops in their subscriber bases. In contrast, Orange maintained modest growth, while Yas remained largely stable.
Despite the quarterly setback, Senegal’s mobile market remains structurally strong and highly saturated, with a penetration rate of 128.69%, highlighting widespread multi-SIM usage. The market is also heavily prepaid, with 98.3% of users on prepaid plans, underscoring the importance of affordability and flexibility.
Orange continues to dominate with a 57% market share, followed by Yas, Expresso, and Promobile, indicating that while smaller players are under pressure, the competitive landscape remains largely unchanged.
Overall, the data points to a maturing market where growth is slowing and competition is intensifying, particularly for smaller operators, shifting the focus toward customer retention, service differentiation, and data-driven revenue opportunities.
