South Africa’s Independent Communications Authority of South Africa (ICASA) has issued a formal warning to hundreds of fiber network operators and internet service providers indicating that they must submit their license renewal applications within the prescribed timeframe—no earlier than 12 months and no later than six months before expiry—or risk losing their operating rights.

This reminder applies to both Individual Electronic Communications Network Service (I-ECNS) and Individual Electronic Communications Service (I-ECS) license holders, which include major players such as Axxess, MTN, Vodacom, Rain, Webafrica, Seacom, and others, along with government entities like Broadband Infraco and Sentech.

While ICASA’s formal notice focuses on renewal deadlines, the regulator’s broader compliance expectations include meeting the Electronic Communications Act’s requirement that licensees maintain at least 30 % ownership by historically disadvantaged South Africans. Many smaller ISPs may struggle to meet these ownership thresholds, putting their licenses at further risk if they fail to demonstrate compliance. Past enforcement actions, such as the forced shutdown of StarSat for late renewal, underline ICASA’s stance on strict adherence to regulatory requirements.
