The report urges Washington to “review and use points of leverage” including trade restrictions, to compel disarmament and reduce violence.

Specifically, lawmakers propose blocking exports of beef and related cattle products to key African markets such as Ivory Coast, Ghana, South Africa, and Senegal. The move is framed as an economic pressure tactic aimed at disrupting financial flows tied to pastoral networks accused of fueling instability.

Nigeria has grappled with a complex web of insecurity over the past decade, ranging from insurgency in the northeast to banditry in the northwest and farmer-herder clashes in the Middle Belt.

In states such as Benue, Plateau, and Kaduna, disputes over land, grazing routes, and resource control have frequently escalated into deadly confrontations. Thousands have been killed and displaced, with churches, schools, and farmlands often targeted.

Nigeria’s Beef Export Gap and Untapped Potential

Nigeria remains a minor player in the global beef export market, with official trade data highlighting how limited its overseas sales are.

Data from the United Nations COMTRADE database show that Nigeria’s total exports of meat and edible meat offal were valued at about $200,660 in 2021. More detailed figures from the World Bank’s World Integrated Trade Solution (WITS) indicate the country exported roughly 44,510 kilograms (around 44.5 tonnes) of frozen boneless beef that year, worth approximately $33,000.

However, Minister of Livestock Development Mukhtar Maiha has said the country holds untapped potential to generate more than N3.2 billion annually from red meat exports, pointing to ambitions to transform the sector into a stronger revenue earner.

Rising international scrutiny

The proposed trade measure signals growing frustration in Washington over Nigeria’s security response. Lawmakers are urging Abuja to deploy more capable security forces, implement early-warning systems, and hold perpetrators accountable.

The measures reflect growing US frustration with Nigeria’s security efforts and introduce stronger economic and diplomatic conditions.

While the US has historically partnered with Nigeria on counterterrorism efforts particularly against Boko Haram and Islamic State West Africa Province (ISWAP), this latest recommendation introduces an economic dimension to American engagement.

Analysts note that blocking cattle exports could have broader regional trade implications, given Nigeria’s role in West Africa’s livestock supply chain. At the same time, critics warn that broad trade restrictions may hurt legitimate pastoral communities rather than armed actors.

The proposal reveals how Nigeria’s internal security crisis is increasingly shaping its international economic and diplomatic relations.

Beyond the proposed beef export ban, investigators from both congressional committees outlined additional measures aligned with President Donald Trump’s White House strategy.

They recommend negotiating a bilateral agreement with Nigeria to protect vulnerable Christian communities, combat jihadist activity, deepen economic cooperation, and counter regional adversaries.

Lawmakers also urge implementation of the FY26 National Security and State Department Appropriations Act, which would withhold certain US funding until Nigeria takes concrete steps to stop violence against Christians.

The report further calls for invoking Country of Particular Concern (CPC) Presidential Directives to publicly identify perpetrators, imposing targeted sanctions on individuals and groups involved in religious violence, and maintaining visa restrictions for offenders.

It also presses for the repeal of Sharia-based criminal codes and anti-blasphemy laws cited as enabling persecution.

Together, the measures signal a tougher US approach combining diplomatic, economic, and legal pressure
