Trump’s controversial resettlement plan for white South Africans draws new allies

The programme, unveiled in February, prioritizes white Afrikaners in South Africa, whom the Trump administration describes as victims of “unjust racial discrimination.”

The organization, founded by white South Africans seeking relocation abroad, is led by Sam Busa, a 60-year-old South African woman of British descent who established the group shortly after Trump signed his executive order.

Under the partnership, Amerikaners has been tasked with helping to identify applicants for the programme and refer them to U.S. authorities.

Policy background

According to the Trump administration, Afrikaners qualify for priority protection under U.S. refugee law on the basis of alleged discrimination and persecution in South Africa. Officials argue that this community faces targeted marginalization and requires special humanitarian attention.

In a statement released Monday on the U.S. Embassy’s website in Pretoria, officials confirmed that Amerikaners has been designated as a formal referral partner for the Department of State as per Reuters.

The arrangement gives the group authority to collect information from applicants, assess eligibility, and forward qualified cases for consideration under the U.S. Refugee Admissions Program.

While the embassy framed the partnership as a step to streamline applications, the decision has been criticized by rights groups and refugee advocates.

Opponents argue that outsourcing refugee vetting to a partisan community organization risks undermining U.S. credibility and could complicate Washington’s broader commitments under international refugee law.

Amerikaners’ operations

One of the group’s earliest initiatives was to draft a memorandum addressed to Trump, formally welcoming his offer of resettlement.

The document, which remains posted on the group’s website, outlines their community’s values as “Christian, conservative, and English-speaking.” It emphasizes that Afrikaners are not seeking charity but rather an opportunity to “serve America.”

As part of its official role, Amerikaners will now be responsible for gathering information from potential applicants, screening their cases, and determining which can be referred to U.S. authorities for possible admission.

A State Department spokesperson declined to comment on specific implementing partners but issued a written statement saying, “we are grateful for the many South African citizens who have expressed their support for this refugee program.”

South Africa’s response

The initiative has drawn strong opposition from South Africa’s government, which has rejected allegations of systemic discrimination against white minorities.

Officials in Pretoria argue that Afrikaners remain the most economically privileged group in the country and therefore do not meet international definitions of refugees.

Reuters reported that government representatives warned the U.S. programme could inflame racial tensions at a sensitive moment, when the nation continues to grapple with inequality, land reform, and the legacies of apartheid.

Trump’s preference for white Afrikaners

For Trump, the programme reflects his broader immigration agenda, which favors selective resettlement policies rooted in cultural and ideological affinity with the United States. Analysts view the initiative as both a symbolic gesture and a nod to conservative supporters who have long championed Afrikaner relocation.

Yet the plan remains deeply contentious. Critics argue it legitimizes racialized definitions of persecution and undermines the principle of equal treatment in U.S. refugee admissions. Humanitarian groups have also warned that privileging one community risks sidelining broader refugee crises across Africa.

At home in South Africa, the government’s pushback underscores how fraught the programme has become, with fears it could strain bilateral relations and intensify domestic divisions.
