On the sidelines of the National Conference on Artificial Intelligence, the United Nations Development Programme (UNDP) and Morocco’s Ministry of Digital Transition and Administration Reform signed a strategic agreement to enhance digital cooperation in the Arab States and Africa.

This new partnership aims to accelerate inclusive digital transformation by strengthening public digital services, promoting the responsible use of artificial intelligence (AI), and developing robust institutional and regulatory frameworks that support sustainable development.

“This partnership underscores our shared commitment to harnessing digital transformation as a powerful enabler of sustainable development and regional integration,” said Marina Walter, Deputy Director of UNDP’s Regional Bureau for Arab States. “Morocco is demonstrating great leadership not only in advancing its national digital agenda but also in shaping a collaborative, future-oriented digital ecosystem across both regions—one that is inclusive, resilient, and capable of delivering real impact.”

The collaboration builds upon Morocco’s progress in digital governance, AI, and data science, and aligns with the Digital for Sustainable Development Hub, a UNDP-backed initiative that aims to help countries leverage technology to achieve development goals. This shared effort is grounded in the belief that digital technologies can influence up to 70% of the Sustainable Development Goals (SDGs), offering transformative potential for economies and societies.

While internet access has significantly increased, reaching 70.3% in the Arab States (up from 28.8% in 2012) and 38% in Africa (from 25% in 2019), digital benefits remain unevenly distributed. Many countries still grapple with challenges such as inadequate infrastructure, limited AI access, low investment in innovation, and fragmented regulatory environments.

The memorandum of understanding (MoU) marks a significant milestone in Morocco’s digital transition strategy, positioning the country as a regional leader in inclusive, secure, and rights-based digital transformation. At the same time, it supports broader regional development objectives, reinforcing UNDP’s global push to build equitable and human-centered digital ecosystems.

By fostering cross-border collaboration and prioritizing inclusive growth, this partnership aspires to bridge digital divides, empower marginalized communities, and drive sustainable progress across the Arab and African regions.
