Nokia and the Ministry of Digital Transition and Administration Reform of Morocco have signed a MoU during GITEX Africa 2025 in Morocco.

The agreement reflects both parties’ intention to support the objectives outlined in the Digital Morocco 2030 plan.

The MoU was signed by Amal El Fallah Seghrouchni, Minister of Digital Transition and Administration Reform, and Pierre Chaume, Vice President of North, West and Central Africa for Network Infrastructure at Nokia.

As Morocco prepares to host major sporting events in 2025 and 2030, Nokia will contribute its telecommunications infrastructure expertise to help improve digital services for participants and ensure the availability of reliable connectivity solutions.

The Nokia Innovation Center, inaugurated by the Minister, is expected to play a role in training local talent, supporting research and developing tailored solutions for Morocco’s digital needs.

The Centre will also contribute to the Ministry’s Al Jazari initiative, which focuses on encouraging innovation and technical development within the country.

In support of the Digital Morocco 2030 strategy, Nokia will offer expertise and advisory services to assist with extending national Internet access, particularly through the rollout of 5G networks, the expansion of fibre optic infrastructure, and the implementation of programmes such as the National High Debit Plan and infrastructure-sharing arrangements.

The company will also collaborate with local partners to develop the skills of young Moroccans in digital technologies, telecommunications and IT through internationally recognised certification programmes.

This MoU follows earlier cooperation between the Ministry and Nokia, including the opening of the Nokia Innovation Center in October 2023 and the Minister’s visit to Finland and Nokia’s headquarters in January 2024.

Nokia has also proposed the use of its Network as Code platform to support the creation of a National Digital Fabric, a national gateway designed to provide telecommunications services, including 4G and 5G, to enterprises, start-ups and universities through accessible APIs.

The initiative is intended to encourage the development of new digital applications to support economic growth and technical progress in Morocco.
