ICASA Moves to Simplify Licensing for LEO Satellites in South Africa

The Independent Communications Authority of South Africa (ICASA) has initiated consultations to create a streamlined framework for LEO satellite operators like Starlink to acquire licenses in South Africa.

The new framework aims to simplify licensing for satellite services, particularly in remote and underserved areas, by establishing clear guidelines and adopting a technology-neutral approach. This means providers would only need a single license regardless of the technology used.

ICASA is also considering revising spectrum fees, particularly for LEO satellites, which may benefit from lower costs due to their lower spectrum usage compared to geostationary satellites. The framework aligns with the African Telecommunications Union’s recommendations for transparent and harmonized regulations across the continent.

The proposed changes are promising for Starlink, though the company is unlikely to secure a license in South Africa before the end of the year. Meanwhile, LEO satellite rival Eutelsat OneWeb, licensed by ICASA, has been offering services in the country through partnerships since early 2024.
